If you read the Arnica Patch label, each of the five active ingredients is followed by "50M HPUS." Here is what those letters and numbers mean.
HPUS stands for the Homeopathic Pharmacopoeia of the United States. The label explains it: the letters HPUS indicate that the ingredient is officially included in that pharmacopoeia, a reference book of homeopathic substances and how they are prepared.
In homeopathic labeling, the number and letter after an ingredient name give its potency, which describes how the preparation was diluted in steps. The letter M marks a very high potency step, so 50M denotes a very high degree of dilution. This is different from herbal products, where strength is usually given as a percentage of extract.

Adults and children 12 years of age and over: clean and dry the affected area, remove the patch from the film, place it on intact skin, and wear one patch for up to 48 hours. Children under 12: consult a doctor. Keep the patch dry and remove it before bathing, showering or swimming.
